より attaches to what is compared against, のほうが to the item that has more of the quality: 電車よりバスのほうが安い (the bus is cheaper). The two parts can swap places.

Do not decide the winner by word order: the particles show it. 東京は大阪より大きい and 大阪より東京のほうが大きい say the same thing; swapping the nouns but not the particles reverses it.
