Meaning
Names the most prominent or representative member of a group and then speaks about the whole group: 'starting with N, and many others'. The second half describes a set (みんな, 全員, 多くの, いろいろな). It is not the verb 始める 'to begin', and it is not a plain list like など.
Formation
- N+をはじめ: 社長 → 社長をはじめ、社員全員が…
- N+をはじめとして: アジア → アジアをはじめとして、世界中で…
- N+をはじめとする/をはじめとした+N: 寿司 → 寿司をはじめとする和食
When to use it
- Where to use it
- Speeches, news, letters, greetings and ads that talk about a group led by its most notable member: 校長先生をはじめ、先生方 — 'the principal and all the teachers'.
- Where not to use it
- It never means 'start doing' (that is Vます+始める), and it needs a group after it: a single item with nothing following is not enough.

Important notes
- Neutral to formal; in casual talk people prefer や…など or とか. The second half often contains みんな, 全員, 多くの or いろいろな.
- Put the best-known or most important item first: 富士山をはじめ, 社長をはじめ. In English it often comes out as 'X and all the other…', 'led by X' or 'X above all'.
Common mistakes
- ✗ 明日からジョギングをはじめとします。 → ✓ 明日からジョギングを始めます。 — 'to start doing something' is the verb 始める; をはじめとして only introduces the lead example of a group.
- ✗ 田中さんをはじめ、来ました。 → ✓ 田中さんをはじめ、クラス全員が来ました。 — after をはじめ the sentence has to talk about a group, not just one person.
- ✗ 京都をはじめの古い町 → ✓ 京都をはじめとする古い町 — before a noun use をはじめとする (or をはじめとした), not の.
