Meaning
Two uses: Vた上で/Nの上で means 'first do A as a necessary step, then B based on it' (よく考えた上で決める); Vる上で/Nの上で means 'in doing something, as far as it is concerned', usually with an evaluation such as important, necessary or useful (生活する上で大切なこと). It does not mean 'on top of that' (うえに).
Formation
- Vた+上で (use 1): 確認した → 確認した上で
- N+の+上で (use 1, action nouns): 相談 → 相談の上で
- Vる+上で(は/も) (use 2): 生活する → 生活する上で
- Vる+上での+N (use 2): 留学する → 留学する上での不安
- N+の+上で(の) (use 2): 仕事 → 仕事の上での付き合い
When to use it
- Where to use it
- Use 1 — business and formal situations where a decision or action rests on a prior step: 内容を確認した上でサインする, ご家族と相談の上で. Use 2 — talking about what matters or causes trouble in some activity: 日本で生活する上で大切なこと.
- Where not to use it
- Grammar: for 'after doing' use the た-form (not the dictionary form), and link nouns with の; for a plain sequence with no 'basis → decision' link (got home, then showered) use てから. Style: Vた上で sounds formal; in casual speech people say ちゃんと考えてから決める.

- Use 2 usually ends with an evaluation: 大切だ, 必要だ, 役に立つ, 問題になる. 上では highlights the area: 'when it comes to driving, …'.
Common mistakes
- ✗ よく考える上で、決めてください。 → ✓ よく考えた上で、決めてください。 — 'think first, then decide' needs the た-form; Vる上で means 'in doing'.
- ✗ 家に帰った上で、シャワーを浴びた。 → ✓ 家に帰ってから、シャワーを浴びた。 — 上で is for when A is a necessary basis for B; a simple sequence is てから.
- ✗ 相談上で決めます。 → ✓ 相談の上で決めます。 — a noun links to 上で with の.

Similar grammar
- ~うえ(に)うえ(に) means 'on top of that, besides' (安いうえにおいしい); 上で means 'having done A, then B' or 'in doing A'.
- 〜てからてから simply means 'after'; Vた上で adds 'A is the necessary basis for deciding B'. For an everyday sequence only てから sounds natural.
- ~てからでないと・~てからでなければてからでないと means 'B isn't possible until A is done' (with a negative second half); Vた上で is affirmative: 'having done A, we'll do B'.
- ためにVるために marks a purpose ('in order to'); Vる上で marks an area ('in doing'). They can be close in 'what's important / necessary' sentences, but 上で does not mark the purpose of an ordinary action: ✗留学する上でお金をためている → 留学するためにお金をためている.
