Meaning
Reports a rule, routine or arrangement already in force: 'you're supposed to', 'the rule is', 'it's been arranged that…'. The decision wasn't made by the speaker just now — it was set earlier by an organization, the law, the family or the people who agreed on it.
Formation
- Vる + ことになっている: 帰る → 帰ることになっている
- Vない + ことになっている: 撮らない → 撮らないことになっている
- Polite: ことになっています; in business speech ことになっております: 返品できない → 返品できないことになっております
- Past: ことになっていた, 'was supposed to, had been arranged' (often '…but it didn't happen'): 届く → 届くことになっていた
- Negating the rule: ことにはなっていない, 'that's not the rule, there's no such arrangement': 使える → 使えることにはなっていない
When to use it
- Where to use it
- Rules and routines (館内では写真を撮らないことになっています), arrangements and agreed plans (明日は十時に会うことになっている), explanations to customers (セール品は返品できないことになっております).
- Where not to use it
- Grammar: to announce a decision or change itself use ことになった; for your own habit use ことにしている; for an inference 'should be' use はずだ. Style: for a plan you've just chosen yourself, ことになっている sounds odd — it points to an outside rule or agreement.

Important notes
- ~ことになっていた often means 'it was supposed to…, but…': 荷物は昨日届くことになっていたのに、まだ来ない.
- A prohibition phrased as ~ないことになっている sounds more neutral and softer than a direct ~てはいけない: the speaker isn't forbidding anything personally but citing a rule.
Common mistakes
- ✗ ここではたばこを吸うないことになっている → ✓ 吸わないことになっている — the ない-form is built on the あ-stem: 吸う → 吸わない.
- ✗ 教室では日本語だけ話すことがなっている → ✓ 話すことになっている — the particle is に; don't mix it up with ことがある / ことができる.
- △ この図書館では飲食しないことになりました (meant 'that's the rule here') → 飲食しないことになっています — ことになりました announces a new decision, not a rule that has long been in force.
