Meaning
Marks the topic that is being discussed, written about, asked about or thought about: “regarding, concerning, with respect to N”. It means much the same as について but sounds more formal, so it is typical of notices, reports and business correspondence. It does not mean “toward someone” (に対して) or “for someone” (にとって).
Formation
- N+に関して: 規則 → 規則に関して質問する
- N+に関しては (topic emphasis): 料金 → 料金に関しては
- N+に関しても (“regarding N as well”): 日程 → 日程に関しても
- N+に関する+N: 歴史 → 歴史に関する本
- N+に関しての+N (less common): 将来 → 将来に関しての不安
- Question word … か+に関して: 誰が行くか → 誰が行くかに関して

Important notes
- Before a noun, use only に関する or に関しての: 事故に関するニュース. The form に関して modifies a verb or the whole clause.
- The predicate is usually about speech, thought or information: 話す, 質問する, 調べる, 説明する, 意見, 情報. When the verb has nothing to do with information (借りる, ある), bring the topic in through に関する+N: 歴史に関する本を借りる.
- について means the same “about”, but it is neutral and conversational; に関して is more formal and more typical of writing.
