Meaning
The speaker is absolutely sure and won't consider any other option: "obviously", "of course", "what else could it be". It is a subjective, often emotional judgement in casual speech, and it may have no evidence behind it.

When to use it
- Where to use it
- In everyday speech when the answer seems obvious, in arguments and grumbling: そんなの、うそに決まってる "That's obviously a lie."
- Where not to use it
- Not in formal speech or reports — use に違いない or と考えられる there. Don't confuse it with literal 決まっている "it has been decided": 会議は月曜日に決まっている means "the meeting is set for Monday".

Important notes
- The judgement is often emotional and needs no evidence: the speaker simply finds any other option unthinkable.
- The contraction 決まってる and tags like じゃない/でしょ add a "come on, it's obvious" feel.
- Nに決まる(to be decided/set): The literal "it's decided": 旅行は京都に決まった means "we settled on Kyoto for the trip"; here に marks the choice, not certainty.
Common mistakes
- ✗ そんな話はうそだに決まっている → ✓ そんな話はうそに決まっている — no だ after a noun.
- ✗ 彼は来るに決まっていない → ✓ 彼は来ないに決まっている — the pattern itself isn't negated; put the negative before it.
- ✗ (in a report) 売り上げは来年も伸びるに決まっています → ✓ 売り上げは来年も伸びるに違いありません — に決まっている sounds like a casual "obviously" and is too familiar and categorical for a business report.
