Meaning
A bookish counterpart of the particle で: it marks the place, time or field in which something happens or holds true — “in, at, in the field of N”. It suits announcements, the news, reports and business writing, but not everyday actions.

- N＋においては (emphasis): 館内 → 館内においては
- N＋においても (“in N as well”): 仕事 → 仕事においても

When to use it
- Where to use it
- In official announcements, the news, academic and business texts: 式は体育館において行います (“the ceremony will be held in the gym”), 教育における課題 (“challenges in education”).
- Where not to use it
- Not for everyday actions (✗コンビニにおいてパンを買う → コンビニで), not for a topic of discussion (that is に関して), and not for a cause (✗事故において電車が止まった → 事故で).

Important notes
- It typically goes with events (式, 会議, 大会), fields (仕事, 教育, ビジネス) and eras (江戸時代). With an ordinary everyday place it sounds pompous or comic.
- Before a noun, use における: 日本における教育. The form において modifies a verb or the whole clause.
Common mistakes
- ✗ 近所の喫茶店においてコーヒーを飲んだ → ✓ 近所の喫茶店でコーヒーを飲んだ — an everyday action; the bookish において sounds absurd here.
- ✗ 事故において、電車が止まった → ✓ 事故で電車が止まった — において marks a place or field, not a cause.
- ✗ 環境において話し合った → ✓ 環境に関して話し合った — the topic of a discussion takes に関して; において says where an event takes place.
