Meaning
Concedes A (a fact or an assumption) but says the conclusion stays the same; the second part is often a criticism, demand or piece of advice (べきだ, ほしい, ~ください). In the pair N1にしてもN2にしても it means "whether A or B, it's all the same." It does not mean "surprisingly … for A" — that is にしては.
Formation
- V普通形 (plain form)+にしても: 遅れる → 遅れるにしても; 買わない → 買わないにしても; 落ちた → 落ちたにしても
- いA+にしても — 忙しい → 忙しいにしても
- なA+にしても (formal — なAであるにしても): 嫌い → 嫌いにしても
- N+にしても (no だ): 冗談 → 冗談にしても
- N1にしてもN2にしても/V1にしてもV2にしても: 肉にしても魚にしても; 行くにしても行かないにしても
When to use it
- Where to use it
- When you accept a fact or assumption but hold your ground: 遅れるにしても、連絡ぐらいはしてください. Also when listing options that lead to the same conclusion: 賛成にしても反対にしても.
- Where not to use it
- Not for surprise at a result relative to a standard ("good for a beginner" is にしては). For a pure, unlikely hypothesis ("even if, by some chance…") としても or たとえ~ても sound more natural.

Important notes
- The second clause is usually the speaker's judgment or demand: べきだ, ~てほしい, ~ください, 言いすぎだ, ひどい. It often pairs with いくら, たとえ, 多少.
- Formal equivalents: にしろ, にせよ. Set phrases: それにしても ("even so"), どちらにしても ("either way"), 何をするにしても ("whatever you do").
Common mistakes
- ✗ 遅れてにしても、連絡してください。 → ✓ 遅れるにしても、連絡してください。 — にしても follows the plain form, not the te-form.
- ✗ 冗談だにしても、言いすぎだ。 → ✓ 冗談にしても、言いすぎだ。 — no だ after a noun or na-adjective.
- ✗ 初めてにしても、上手ですね。 → ✓ 初めてにしては、上手ですね。 — praise like "good for a first time" is にしては; にしても sets up a "still…" clause (criticism, demand).

Similar grammar

- 〜てもても is a neutral "even if" built on the te-form; にしても attaches to the plain form and sounds like "fine, granted, but…", usually with a judgment.
