Meaning
Circumstances are pressing, so you can no longer go on doing what you were doing (waiting, moping, idling): もう待ってはいられない 'I can't wait any longer'. It is the speaker's own conclusion from the situation, not a prohibition by rules
Formation
When to use it
- Where to use it
- When the situation is pushing you: an exam or deadline is near, danger is coming, adult life is starting.
- Where not to use it
- Not for rules and prohibitions ('no smoking here' is 吸ってはいけない), and not for an urge you can't hold back: ずにはいられない means almost the opposite.
