Meaning
An action or reaction breaks through by itself and can't be held back: 笑わずにはいられない 'I can't help laughing'. It is an inner urge, not an obligation (なければならない) and not 'I can't afford to sit around' (てはいられない).
Formation
When to use it
- Where to use it
- For a strong reaction to something you see or hear: ずには is neutral and written; ないでは is a little more conversational.
- Where not to use it
- It does not itself express an external duty: “must submit a report” is 出さなければならない. An inferred inner impulse is usually qualified with ようだ / らしい; observable behavior or narration can allow a direct statement.
