Meaning
とても + negative, usually of the potential form, means 'there's no way I can', 'simply impossible': the speaker judges a task to be beyond them (とても一人では運べない). It is not 'very': in affirmative sentences とても means 'very', but with a negative in this sense it means 'by no means'.
Formation
- とても + Vない (potential form) — 運べる → とても運べない
- とても + Vきれない — 食べる → とても食べきれない
- とても + Vますそうにない — 終わる → とても終わりそうにない
- とても + 普通形 + とは思えない — 兄弟だ → とても兄弟だとは思えない
- とても + Vることはできない — 許す → とても許すことはできない
- Special case: とても + 無理だ (the negative is in the word's meaning): 無理だ → とても無理だ
When to use it
- Where to use it
- When something is beyond your strength or hard to take in: とても一人では運べない 'there's no way I can carry it alone', とても信じられない 'I simply can't believe it'. Common in polite refusals: 私にはとても無理です.
- Where not to use it
- Grammar: in the sense 'by no means', とても needs a negative or a word with negative meaning (無理, 不可能); with an ordinary action verb (行かない, 食べない) it sounds unnatural in this sense — use とても行けない, とても食べきれない. Meaning: for 'not very' (not very expensive) use あまり〜ない; many people would read とても + Aくない as 'very un-…' or find it clumsy.

Important notes
- It is a judgment about one's own ability: 'it's beyond me'. Hence the frequent とても信じられない, とても言えない, とても間に合わない.
- In a refusal, 「とても無理です」 sounds regretful ('I'd like to, but there's no way') rather than unwilling, which is why it is a common polite way to say no.
- とても(肯定文) — in affirmatives とても means 'very' (とても重い); it means 'by no means' only with a negative, usually a potential one (とても持てない).
Common mistakes
- ✗ この量は一人ではとても食べない。 → ✓ とても食べられない/食べきれない。 — 'there's no way I can manage it' is about inability; とても in this sense takes a negative expression of ability (食べられない/食べきれない) or sufficiency (間に合わない/足りない/かなわない).
- ✗ 宿題が多すぎて、今日中にはとても終わりそうだ。 → ✓ とても終わりそうにない。 — 'too much homework' leads to 'no way I'll finish', which needs the negative ~そうにない.
- △ この映画はとても面白くなかった。 (meant 'not very interesting') → あまり面白くなかった。 — とても + Aくない is more likely to be heard as 'really boring'; 'not very' is あまり.
