Meaning
A double negative that gives a cautious, partial "yes": "it's not that I don't…", "I could, in principle". The speaker admits the possibility without enthusiasm and often adds a reservation with けど/が right away.
Formation
When to use it
- Where to use it
- In guarded answers without full confidence: 「明日までにできますか」「できないことはないですが…」 — "Well, it's doable, but…"
- Where not to use it
- Not for a confident "yes", and not for "there's no need": Vる+ことはない (心配することはない "no need to worry") is a different pattern.
