Meaning
Names where the speaker got the information: a forecast, the news, a doctor, a survey. The sentence usually ends with a hearsay marker — そうだ, らしい, ということだ, とのことだ. It doesn't mean 'by means of / depending on' (によって) or 'from the viewpoint of' (から見ると).
Formation
- N+によると: 天気予報 → 天気予報によると
- N+によれば (conditional of よる): 医者の話 → 医者の話によれば
- After a verb or い-adjective: plain form+そうだ/らしい/ということだ: 雪になる → 雪になるそうだ.
- After a noun or な-adjective stem: +だそうだ/だということだ/とのことだ, but らしい without だ: 月曜日だそうです; 雨らしい.
When to use it
- Where to use it
- Passing on something you heard or read and saying where it came from: 天気予報によると, 医者の話によれば, 調査によると. Common in the news, at work and in everyday conversation.
- Where not to use it
- Grammar: it doesn't mark means, cause or variation (that's によって), and it doesn't introduce your own opinion (use 私の考えでは or 私から見ると). The second half reports information, not your own request, invitation or intention. Style: によれば sounds a little more formal than によると.

Important notes

- The source is often 'Nの話', 'Nの発表' or 'Nの調査', but a person can also be named directly: 店長によると.
- After a noun or な-adjective, use だそうだ/だということだ, but omit だ before らしい: 雨らしい, 静からしい。

- ✗ 私の意見によると、この計画は無理だ。 → ✓ 私の考えでは、この計画は無理だ。 — によると points to an outside source; introduce your own opinion with 私の考えでは or 私から見ると.
